Sms Consent Template Registration And Consent Data Upload
Consent Registration:
As per TRAI's recent update, all Principal Entities (PEs) are required to declare and register the consents of their customers on the DLT portal of Telecom Service Providers (TSPs) with whom the PE is registered.
In Post Consent Template registration, the Principal Entities are required to upload the customer consent data on the TSPs' DLT System.
- Login to your Operator Portal that may be Jio/BSNL/Vodafone-Idea/Airtel etc.
- Navigate to the Consent template Registration and Add a new one with the following details:
- Template Name: Customer Permission
- Brand Name: Name of the Brand
- Template Consent: Dear Customer, thanks for visiting {Name of the Brand}. We would like to stay in touch with you about our new launches and promotions. To receive our exciting offers and updates by Call/SMS, please submit your consent.
- Save, submit and ensure the approval by the operator. - The Template Consent should not contain any variables.
- Brand/PE/Trade/Legal Name must be captured clearly in the consent template
The need of Consent Registration
This update is important for sending Service Explicit Messages to Customers. In the absence of the customer consent data in the TSPs' DLT System, the PEs shall not be able to send consent-based Promotional and Service Explicit Messages to their Subscribers/Customers, who have blocked their related preference on DND (Do Not Disturb).
Step 1: Consent Template Registration
As per the recent update of DLT Implementation, you have to initiate the process of Consent Template Registration and ensure that consent templates are registered on your preferred operator DLT Portal as soon as possible.

- You have to upload the consent numbers for which you have the active consent within 6 months.

Step 2: Consent Data Upload
As per the latest update of TRAI, the uploading of consent that you receive from your clients is now mandatory for sending Promotional and Service Explicit Messages.
Operators like Jio/BSNL/Vodafone-Idea/Airtel etc have opened a gateway for uploading the consent data.
We would like to inform you that TSP's will be charging the PEs as per the following slabs for the Bulk Consent upload

What will happen when the consent scrubbing goes live?
When the Consent Scrubbing Goes Live, Your Promotional and Service Explicit Messages will deliver only to the customers for whom you have already uploaded the consent and it has been approved by the Operators like Jio/BSNL/Vodafone-Idea/Airtel.
For Example, if you are trying to send Promotional or Service Explicit Messages to a Customer's Mobile Number, who registered on your platform one day before, then you can't able to send. For this, you have to upload the consent details, get the approval for the consent, which will take around 15 days, and then will be able to send messages to them.
Also, you will not be able to send messages to customers whose consent is recorded on your systems but not uploaded on the DLT portals.
What changes can I expect from the new consent scrubbing?
The new consent scrubbing which is going live from 1st September 2021, the only difference is that if a mobile number is registered as DND and you have not uploaded the consent for that number, then the messages will not be delivered to that number.
These messages will fail with the error "PRFT-NT-MTCH".
